1. THIS ALCOAST IS THE SECOND SITREP DETAILING EFFORTS TO MATURE THE
MISSION SUPPORT ORGANIZATION (MS 2.0) OUTLINED IN REF (A). SITREP ONE
(REF (B)) ANNOUNCED THE RECENT ESTABLISHMENT OF THE DIRECTOR OF
OPERATIONAL LOGISTICS (DOL).
2. I AM PLEASED TO ANNOUNCE THE ACHIEVEMENT OF ANOTHER SIGNIFICANT
MILESTONE IN THE MODERNIZATION OF OUR MISSION SUPPORT STRUCTURE. IAW
REF (C), BASE SEATTLE WAS RECENTLY ESTABLISHED TO COORDINATE ALL
REGIONAL MISSION SUPPORT ACTIVITIES IN THE D13 AOR. THE BASE
COMMANDER WILL SYNERGIZE FIELD SUPPORT DELIVERY BY ESTABLISHING LOCAL
COMMAND UNITY AND PROVIDING INTEGRATION OF THE TECHNICAL AUTHORITY OF
LOGISTICS AND SERVICE CENTERS PRODUCT AND SERVICE LINES AND LOCAL,
COORDINATED SERVICE DELIVERY. IN A REGIONAL CONTINGENCY, THE BASE
COMMANDER WILL SERVE AS THE DISTRICT COMMANDERS DCMS STAFF ELEMENT.
3. REGIONAL MISSION SUPPORT ELEMENTS TRANSITIONED TO BASE SEATTLES
FIVE DEPARTMENTS AND TWO SUBUNITS TO PROVIDE COORDINATED MISSION
SUPPORT TO THE REGION. POINTS OF CONTACT FOR PARTICULAR SUPPORT
SERVICES REMAIN UNCHANGED.
A. HSWL FIELD OFFICE SEATTLE FORMED THE HSWL DEPT.
B. PSSU SEATTLE FORMED THE PERSONNEL SUPPORT DEPT.
C. BSU SEATTLE FORMED THE PROCUREMENT AND CONTRACTING DEPT,
COMPTROLLER/BASE OPERATIONS DEPT, AND FACILITIES ENGINEERING
DEPT.
D. THE NAVAL ENGINEERING SUPPORT UNIT AND ELECTRONICS SUPPORT
UNIT WILL BE SUBORDINATE COMMANDS TO THE BASE. BY FY13, THE NESU
AND ESU WILL BECOME THE BASE SEATTLE NAVAL ENGINEERING AND C4IT
DEPARTMENTS, RESPECTIVELY.
E. A DIST-4 LIAISON DETACHED DUTY FROM THE BASE WILL BE
ESTABLISHED PRIOR TO THE END OF FY12 TO PROVIDE DAILY MISSION
SUPPORT SUBJECT MATTER EXPERTISE TO THE DISTRICT COMMANDERS AND
SUPPORT CURRENT, PLANNED AND CONTINGENCY OPERATIONS. UNTIL SUCH
TIME THAT A PERMANENT POSITION IS ESTABLISHED, A MEMBER OF THE
BASE SEATTLE COMMAND CADRE WILL FILL THIS ROLE AS A COLLATERAL
DUTY.
4. AS A PILOT PROGRAM, THE BASE SEATTLE TEAM WILL DRAFT A STANDARD
BASE ORGANIZATION MANUAL, ASSIST THE DOL IMPLEMENTATION TEAM WITH
DEVELOPMENT OF THE DCMS 2.0 CONCEPT OF OPERATIONS (CONOPS) AND
DOCUMENT LESSONS LEARNED WHICH WILL BE USED TO ENSURE THE SUCCESSFUL
STANDUP OF FUTURE BASES. THE PILOT PROGRAM WILL RUN FOR A MINIMUM OF
90 DAYS BEFORE WE INITIATE THE STAND-UP OF THE REMAINING 12 PHASE 1
BASES BY THE END OF FY11. THE BASE CONSTRUCT WILL BE STANDARDIZED SO
THAT SERVICE LEVELS AND PROCESSES ARE CONSISTENT ACROSS THE COAST
GUARD. THE OTHER 12 PLANNED PHASE 1 BASE LOCATIONS ARE: ALAMEDA,
BOSTON, CLEVELAND, ELIZABETH CITY, HONOLULU, KETCHIKAN, KODIAK,
LA/LB, MIAMI, NEW ORLEANS, PORTSMOUTH, AND WASHINGTON, DC. WE ARE
STUDYING POTENTIAL PHASE 2 AND 3 BASE LOCATIONS IN CONCERT WITH
LANTAREA, PACAREA AND OTHER MAJOR FIELD COMMANDS.
5. THE BASE IS A MATRIXED ENVIRONMENT REQUIRING COOPERATION,
TEAM-BUILDING AND ADAPTABILITY TO BE SUCCESSFUL. OUR PRIMARY,
COLLECTIVE GOAL IN ESTABLISHING BASES IS TO PROVIDE OPTIMAL SUPPORT
TO OPERATIONS. I AM COMMITTED TO SEEING THIS PLAN IMPLEMENTED IN A
THOUGHTFUL BUT TIMELY MANNER WITH MINIMAL PERSONNEL IMPACT. WE WILL
CONTINUE TO HONOR OBLIGATIONS TO NOTIFY OUR UNION PARTNERS THROUGHOUT
THIS IMPLEMENTATION PROCESS.

INCLUDING THE BASE CORNERSTONE DOCUMENT WHICH DESCRIBES THE CRITICAL

Mystuffnow is an online radio station broadcasting twenty four hours daily. This station can be bet described as a hybrid format of adult contemporary, international and ad popular music. In a sense it may, be compared to compared random radio format, but mystuffnow has three dedicated day parts. These day parts include a morning, evening and overnight separate music selection. The morning and afternoon have a selection of classic rock and current hot hits. To make the station more unique a new track, or tracks from the overnight day part have been added to make the station stand out from traditional stations that broadcast locally. The overnight day part is called “After Hours” and mimics the general principals of a quiet storm programming style where as there are fewer commercials and the music is more adult in nature, not just in lyrics but the music is more unique, offering international and slower tracks. This is meant for relaxation or whatever you may be doing in the late night hours.
This station is run by computerized traffic software. At any moment a live deejay can broadcast and a morning show or news programming is possible, all playlists are run automatically. One positive of this is the fact that the software ensures that all artists get paid their royalties and this station avoids any fines for digital media issues.
